Narrated `Abbad bin Tamim from his uncle:

"I saw the Prophet (ﷺ) on the day when he went out to offer the Istisqa' prayer. He turned his back towards the people and faced the Qibla and asked Allah for rain. Then he turned his cloak inside out and led us in a two rak`at prayer and recited the Qur'an aloud in them."

حَدَّثَنَا آدَمُ، قَالَ حَدَّثَنَا ابْنُ أَبِي ذِئْبٍ، عَنِ الزُّهْرِيِّ، عَنْ عَبَّادِ بْنِ تَمِيمٍ، عَنْ عَمِّهِ، قَالَ رَأَيْتُ النَّبِيَّ صلى الله عليه وسلم يَوْمَ خَرَجَ يَسْتَسْقِي قَالَ فَحَوَّلَ إِلَى النَّاسِ ظَهْرَهُ، وَاسْتَقْبَلَ الْقِبْلَةَ يَدْعُو، ثُمَّ حَوَّلَ رِدَاءَهُ، ثُمَّ صَلَّى لَنَا رَكْعَتَيْنِ جَهَرَ فِيهِمَا بِالْقِرَاءَةِ‏.‏

The Prophet ﷺ established the prayer for rain for his nation to perform it to request for rainfall. In this hadeeth, ʿAbdullah ibn Zayd (may Allah be pleased with him) reports that he saw the Prophet ﷺ one day set out to perform the Istisqaa’ prayer. He ﷺ turned his back to the people, so that he could face the Qiblah to supplicate and call upon Allah. This was all done for the heart of the one supplicating to be focused - so that he sees no one from amongst the people and is more encouraged to be focused and humble in his supplication so as his supplication be closer to its answering. “Then he turned his cloak inside out...” - [meaning here that] he ﷺ turned it inside out and placed on his left side what was on his right and vice versa; [then proceeded to put it on]. This switching of the cloak’s orientation was done by the Prophet ﷺ [because] he was optimistic about there being a change of [their] condition [going] from a drought to a descent of rain and fertility; and from the distress of the situation [transform to] one of comfort. Then, he ﷺ performed two units while reciting the Quran aloud during this prayer. In the prayer for rain, more humbleness and servitude towards Allah, Exalted be He, should be shown. This is because supplicating and beseeching Allah in fervent supplicationare some of the greatest ways in which we can ward off calamity and remove harm. From the other benefits that we can conclude from this hadeeth is that we know about the permissibility of the prayer for rain.
