مطالبة حزب الشورى والاستقلال بالدستور وفي آخر هذه السنة أعلن حزب الشورى والاستقلال الذي يرأسه الزعيم محمد بن الحسن الوزاني المطالبة بالدستور للمغرب، وقدّم طلبه إلى جلالة الملك محمد الخامس وإلى رجال الحماية، وصار يحتج على طلبه ويبين للشعب المغربي فوائده وحسن مستقبله، وهذا الطلب هو المعروف بطلب ٢٣ شتنبر سنة ١٩٤٧.
