    تقديم المطالب المستعجلة وفي ثاني وعشري شعبان موافق فاتح دجنبر سنة ١٩٣٤ قدمت كتلة العمل الوطني المطالب المسماة بالمطالب المستعجلة إلى الحكومة الفرنسية بباريس، كما قدمتها إلى جلالة الملك وإلى الإقامة العامة بالرباط وهي تشمل على عدة فصول: ١) تطبيق دقيق لمعاهدة الحماية سنة ١٩١٢ وإلغاء كل حكم مباشر. ٢) توحيد الحكم الإداري والقضائي بالمغرب كله. ٣) مشاركة المغاربة في القبض على زمام السلطة في مختلف فروع الإدارة. ٤) فصل السلطات المجموعة في يد الباشوات والقواد. ٥) إحداث بلديات ومجالس محلية وغرف اقتصادية ومجلس وطني يتكون من ممثلين مغاربة.
