مبارك بن محمد بن مبارك الهلالي الميلي: مؤرخ، كاتب، من رجال الإصلاح. ولد في ميلية (القبائلالصغرى)، وتعلم بتونس، فتخرج في جامع الزيتونة بشهادة التطويع. وعاد (١٩٢٢هـ) فعمل في حقلي التعليم والكتابة. وتأسست جمعية العلماء المسلمين الجزائريين (١٩٣١م) فكان من أقطابها وألمع كتابها، قال الدكتور محمد ناصر: يمتاز في كتابته بدقة التحليل، وعمق التفكير، ولذلك كان يطلق عليه فيلسوف الحركة الاصلاحية". من آثاره "تاريخ الجزائر في القديم والحديث" طبع، مجلدان. و"رسالة الشرك ومظاهره" طبع. وله مقالات كثيرة نشرت في الصحف الإصلاحية كالشهاب والبصائر.
