قاسم بن سعيد بن محمد بن محمد العقباني، التلمساني، أبو القاسم وأبو (الفضل)الفضل: قاض، حافط، محدث، من كبار فقهاء المالكية في عصره، بلغ درجة الاجتهاد. من أهل تلمسان، وبها نشأ وأخد عن مشيختها، ثم ولي قضاءها. واشتغل بالتدريس الى ان مات. قال في نيل الابتهاج: "رحل للحج سنة ٨٣٥ هـ، وحضر بمصر إملاء ابن حجر، واستجازه فأجازه". نعته المازوني بشيخ الاسلام، وقال الحافظ التنسي: كان وحيد دهره وفريد عصره". أخد عنه ابن مرزوق الكفيف وأحمد الونشريسي وابن زكري وغيرهم. من آثاره "تعليق" على ابن الحاجب، و "أرجوزة" في التصوف.
