صالح بن احمد بن موسى بن ابي القاشم السمعوني الجزائري: فقيه مالكي، أديب، عالم، ولد في وغليس وبها نشأ وتعلم. ولما احتل الفرنسيون الجزائر ونفوا الامير عبد القادر الى طولون سنة ١٢٦٣هـ هاجر صالح إلى دمشق سنة ١٢٦٤هـ فاستوطنها وأخذ عن علمائها وتوفي فيها. وهو والد العلامة الشيخ طاهر الجزائري. له رسالة في "اختلاف المذاهب" و "تاريخ" وصل فيه الىسنة ١٢٨٠ هـ عمد في أسلوب كتابته الى الرمز والاشارة، و "منظومة" في الفقه المالكي، و"شرح المنظومة" و "حاشية على الشرح" و "رسائل في علم "الميقات".
