محمد بن عمر بن الفتوح التلمساني، أبو عبد الله: عالم مالكي، من الزهاد، من أهل تلمسان، وبها نشأ وتعلم. انتقل الى مدينة فاس بالمغرب الاقصى سنة ٨٠٥ هـ، وهو أول من أشاع فيها "مختصرخليل ". تصدر للاقراء بمدرسة أبي عنان، وعرضت عليه رئاسة درس الفقه بمدرسة العطارين فاعتذر، ورحل الى مكناسة، فأصيب بالطاعون ومات به.
