علي بن عبد الرحمن بن علي بن مرعي الطيبي الشافعي الدمشقي ولد بعد المائتين والألف، ونشأ في حجر والده وأخذ عنه ما عنده من العلوم، حتى فاق عليه كما هو مشهور ومعلوم، وتمكن في الآلات خصوصاً في علم الفلك والميقات، والمساحة والحساب والمواريث، والفقهوالتفسير والتوحيد والتحديث. مات في رجب سنة خمس وخمسين ومائتين وألف ودفن في مقبرة سيدي ارسلان على جادة الطريق.
