عبد الحليم بن محمد الرومي، المعروف بأخي زاده: فقيه حنفي، قاض، عارف بالتفسير، من علماء الدولة العثمانية.مولده ووفاته بالقسطنطينية. ولي قضاء بروسة سنة ١٠٠٠ هـ فقضاء أدرنة سنة ١٠٠١ هـ، وعزل سنة ١٠٠٣ هـ، ثم ولي قضاء عاصمة الخلافة في منتصف رجب سنة ١٠٥٤، ونقل منها إلى "صدارة أناطولي" سنة ١٠٠٥ هـ، وعزل سنة ١٠٥٧ هـ، ثم ولي قضاء العسكر بالروم إيلي سنة ١٥١٠ هـ. وتقاعد عنها في نفس السنة. له تآليف كثيرة، منها بالعربية "رسالة" في تفسير قوله تعالى: ﴿ما كان على النبي من حرج فيما فرض الله له ..﴾ (الأحزاب: ٣٨) (١). الخطيب [١٣١٦ - ١٣٨١ هـ / ١٨٩٨ - ١٩٦١ م]
