عيسى بن المعلى بن مسلمة الرافقي أحد أدباء عصرنا: أخمل من ذكره خمول قطره، كان مؤدبا بمدينة الرقة التي على الفرات، وله شعر كثير وفضائل جمة وعدة تصانيف، منها كتاب تبيين الغموض في علم العروض وجدته بخطه وقد كتبه في سنة تسعين وخمسمائة، وعاش بعد ذلك. وله كتاب في اللغة حسن في مجلدين ضخمين رأيته بخطه أيضا. كتاب ديوان شعره مجلدان.[٨٨٤]
