فشل المؤتمر الذي سعى به كيسنجر لما كان في يوم الجمعة ٢٧/ ١١ الموافق ٢١ ديسمبر كانون أول (١٩٧٣ م) عقد مؤتمر السلام في جنيف وحضره رؤساء ومندوبو الدول العربية وحضر لذلكمندوب إسرائيل وكيسنجر وزير خارجة أمريكا ومندوبو روسيا وغيرهم واستمرت المناقشات والمفاوضات بينهم وبين كيسنجر وبدت علامات الفشل لذلك المؤتمر وذلك لسوء نوايا اليهود ومؤيديهم فكانت سوريا لم تحضر المؤتمر ولم تنخدع لعقده ولم يرق لها ذلك وفعلًا فشل ذلك المؤتمر.
