عثمان عبد الملك الصالح (٠٠٠ - ١٤١٤ هـ- ٠٠٠ - ١٩٩٣ م) مفكر، قانوني. كان له دور بارز في تأسيس كلية الحقوق في الكويت، ودفعها إلى مكانتها المرموقة .. وقد تقلد منصب عميد كلية الحقوق خلفا للدكتور عادل الطباطبائي، ورشح أخيرا لمنصب مدير الجامعة، ولكنه اعتذر عن هذا الترشيح. ويعد أحد المتحمسين لتطبيق الشريعة الإسلامية في الكويت، وقد صرّح بذلك في عدة لقاءات صحفية، وخصوصا في فترة ما بعد أزمة الخليج. وهو يعد أبرز رجالات الكويت ومفكريها، وخصوصا في مجال القانون، حيث كان من الخبراءالدستوريين الرئيسيين في الدولة. توفي مساء الثلاثاء ١٧ آب (أغسطس) (١).
