Riyad as-Salihin, 532
Samurah bin Jundub (May Allah be pleased with him) reported:
Messenger of Allah (ﷺ) said, "Begging is a cut that a person inflicts upon his face; except for asking a ruler, or under the stress of circumstances from which there is no escape." <b>[At- Tirmidhi, who classified it as Hadith Hasan Sahih]</b>.
وعن سمرة بن جندب رضي الله عنه قال: قال رسول الله صلى الله عليه وسلم : “إن المسألة كد يكد بها الرجل وجهه، إلا أن يسأل الرجل سلطاناً أو في أمر لا بد منه" ((رواه الترمذي، وقال: حديث حسن صحيح)). "الكد" :الخدش ونحوه.

<b>Guidance from the Hadiths:</b><br>
1) It is prohibited to beg from people. Indeed, all honor lies in a person’s humiliation before his Lord alone. It is not permissible for him to humiliate himself by begging from others - except in case of necessity.<br>
2) It is legitimate under the Shariah to seek one’s rights from those in authority, as a Muslim ruler is the one in charge of the affairs of his subjects. So, asking him for something is not a form of humiliation.
